Simply sync your backup with iTunes or Dropbox- then, when you update or restore your device, bring back all of your Cydia apps by redownloading PkgBackup afterwards.
You can even share/exchange/send your packages lists to others; PkgBackup is Facebook Connect-enabled.
This app is available in Cydia (jailbroken devices only).
