Quickstart:
Start the jar file from bin folder.
On Commandline: java -jar JBlitzPaint.jar
Or right-mouse-click: open with java.

Arguments:
To take Screenshot directly: java -jar JBlitzPaint.jar -screenshot
To open file directly: java -jar JBlitzPaint file.png

Dependencies:
Needs java-version 8 to start.
